Zephaniah 1:3Sefaria

A total and absolute devastation hangs in the air, going far beyond a mere political defeat or a loss of national status [ביאור שטיינזלץ]. This prophecy warns of a sweeping end to all living creatures, signaling the extreme severity of God's judgment. He will consume, destroy, and gather everything inward Regarding the scope of this disaster, while some suggest the destruction applies globally to all nations [מלבי״ם], the primary approach among commentators is that the focus is specifically limited to the Land of Israel and Judah [אבן עזרא, אברבנאל].

The impending ruin explicitly targets the beasts, the birds of the sky, and the fish of the sea. The primary approach among commentators is that this is a poetic exaggeration meant to illustrate the sheer intensity of the coming desolation However, this can also be understood quite literally. When human settlements are destroyed, livestock are carried off as loot, birds migrate to populated areas to find seeds and fruit, and fish abandon deserted shores because humans no longer throw food into the water Taking a more symbolic approach, these creatures serve as a metaphor for different classes within human society. The beasts represent materialistic farmers, the high-flying birds hint at kings and ministers, and the fish of the sea symbolize people characterized by violence and adultery [אברבנאל].

A central part of this punishment is directed at the stumbling blocks associated with the wicked. These obstacles are identified in various ways. They may refer directly to idolatry [רש״י], or to the schemes and traps the wicked use to bring others down [מצודת דוד, אברבנאל]. Alternatively, these stumbling blocks represent the actual punishments, such as famine and the sword, that will soon arrive [רד״ק]. These idols, traps, and schemes will be entirely destroyed alongside the wicked people who relied on them Conversely, others explain that these specific troubles and obstacles will be uniquely directed to strike only the wicked

As the warning concludes, the threat of cutting off mankind is repeated. This repetition serves to emphasize the extreme severity of the impending doom [מצודת דוד]. It also clarifies that this fatal destruction is specifically aimed at the wicked, leaving open the possibility that the righteous may be saved by hiding Additionally, the repeated warning ensures that all remaining segments of society, including artisans, city advisors, and wise men, are encompassed in the decree, as they too will be exiled and removed from the land [אברבנאל].
