וְאֵ֣לֶּה ׀ בְּנֵ֣י הַמְּדִינָ֗ה הָֽעֹלִים֙ מִשְּׁבִ֣י הַגּוֹלָ֔ה אֲשֶׁ֥ר הֶגְלָ֛ה (נבוכדנצור) [נְבוּכַדְנֶצַּ֥ר] מֶֽלֶךְ־בָּבֶ֖ל לְבָבֶ֑ל וַיָּשׁ֛וּבוּ לִירוּשָׁלַ֥͏ִם וִֽיהוּדָ֖ה אִ֥ישׁ לְעִירֽוֹ׃

With the conclusion of the Babylonian exile, a historic wave of captives began the long journey back to their homeland. As the returning population is counted and categorized, a question arises regarding their exact geographic identity. Some scholars understand the province they are associated with to be the Land of Israel itself, highlighting their return to their rightful home [רש״י, מצודת דוד]. Others suggest the province refers to Babylon, the very place from which they were departing [אבן עזרא, ביאור שטיינזלץ].

This particular record focuses on a specific demographic: the ministers and prominent figures who had been taken directly to the royal city of Babylon during the exile of Jeconiah. This stands in contrast to a similar census found in the Book of Nehemiah, which catalogs the commoners taken during the later exile of Zedekiah and settled in the Babylonian countryside. This distinction in social class and timing explains the discrepancies in names and numbers between the two accounts. Nehemiah's record includes groups that joined the return later on, while this initial wave actually counted more individuals in certain families, as some ultimately went back to Babylon when the construction of the Temple was temporarily halted [מלבי״ם].

Upon arriving in their homeland, the returning exiles headed for Jerusalem, and the people of Judah eventually dispersed, each returning to the specific city from which they had been exiled [רש״י, מצודת דוד, ביאור שטיינזלץ]. Because this group consisted of important leaders, their primary and singular objective was to reach Jerusalem first. Only after arriving at the capital did they spread out to the surrounding towns. This focused ambition highlights a stark contrast with the commoners described in Nehemiah, who viewed returning to Jerusalem and settling in the wider region of Judah as equally important goals [מלבי״ם].
