וְהָיָ֖ה לְמִקְדָּ֑שׁ וּלְאֶ֣בֶן נֶ֠גֶף וּלְצ֨וּר מִכְשׁ֜וֹל לִשְׁנֵ֨י בָתֵּ֤י יִשְׂרָאֵל֙ לְפַ֣ח וּלְמוֹקֵ֔שׁ לְיוֹשֵׁ֖ב יְרוּשָׁלָֽ͏ִם׃

In times of deep political and spiritual division, a single force can act as both a safe haven and a destructive trap. A person's ultimate fate is determined entirely by their choices and loyalties. The primary approach among commentators is that this force is God's leadership, which responds in opposite ways to different groups within the nation [רד״ק, מצודת דוד, שד״ל, אברבנאל]. However, others suggest that the force is not God Himself, but rather the political conspiracy formed by Pekah and Shebna against the royal house of David [רש״י, מלבי״ם]. A third perspective argues that the driving force is the King of Assyria, who is destined to attack the land [אבן עזרא].

For those who place their trust in God and remain loyal to the royal house, such as King Hezekiah and his followers, this force will serve as a sanctuary. Rather than referring to a literal temple, this sanctuary functions as a fortified palace or a strong tower, providing a secure refuge to escape impending danger [מצודת ציון, רד״ק, שד״ל, אבן עזרא]. Conversely, for the rebels and traitors who reject the legitimate kingdom, this exact same force will become a painful hazard. It will act as an obstacle that causes a severe blow when tripped over, and a hard rock that leads to a complete and devastating fall [מלבי״ם, רש״י].

This impending disaster targets the divided nation. Some commentators explain this division as a reference to the two historical kingdoms that stood in opposition to one another: the Kingdom of Judah and the Kingdom of Israel [אבן עזרא, שד״ל, ביאור שטיינזלץ]. Others propose that it refers to the two primary political factions operating within the nation at the time. These were the followers of Pekah son of Remaliah and the followers of Shebna, who united to rebel against the rightful leadership [רש״י, מצודת דוד, רד״ק].

For those rebels dwelling in Jerusalem, their downfall will come in the form of a snare and a trap. These represent two distinct levels of danger. One type of trap merely captures its prey and prevents any chance of escape, while the other is a violent mechanism that injures and kills whoever is caught inside [מלבי״ם]. Ultimately, their political schemes and betrayal will not only lock the rebels in a hopeless dead end but will result in total destruction and exile at the hands of the King of Assyria.
