לְמַ֛עַן נַסּ֥וֹת בָּ֖ם אֶת־יִשְׂרָאֵ֑ל הֲשֹׁמְרִ֣ים הֵם֩ אֶת־דֶּ֨רֶךְ יְהֹוָ֜ה לָלֶ֣כֶת בָּ֗ם כַּאֲשֶׁ֛ר שָׁמְר֥וּ אֲבוֹתָ֖ם אִם־לֹֽא׃

The continued presence of the Canaanite nations in the Promised Land was not an accidental military failure, but a deliberate divine plan. Rather than choosing a different form of punishment for the Israelites, God specifically decided to leave these surrounding nations intact. By placing the Israelites in this challenging environment, God actively put them on trial [מצודת ציון] to see if they would remain faithful and continue to serve Him [מצודת דוד]. The surrounding nations were intentionally left behind to act as a constant source of temptation and a continuous test [ביאור שטיינזלץ].

This trial was directed specifically at the new generation that came of age after the passing of Joshua. The test evaluated whether they would follow God's path by actively driving out the remaining foreign nations and strictly avoiding any treaties with them [מלבי״ם].

Beyond serving as a practical daily challenge, the survival of these nations brought a much deeper flaw to the surface. The situation exposed the spiritual weakness of the Israelites and their lack of strong faith in God. It was exactly because of this lack of spiritual perfection that they were deemed unworthy of seeing the Canaanite nations completely destroyed during Joshua's lifetime [רלב״ג].
