וַיַּנַּ֤ח יְהֹוָה֙ אֶת־הַגּוֹיִ֣ם הָאֵ֔לֶּה לְבִלְתִּ֥י הוֹרִישָׁ֖ם מַהֵ֑ר וְלֹ֥א נְתָנָ֖ם בְּיַד־יְהוֹשֻֽׁעַ׃ {פ}

The presence of foreign nations in the land of Israel following the initial conquest is not a random historical accident. Instead, it stems from a careful blend of a natural process and divine providence. Initially, leaving these nations in the land was meant to be an educational tool, but it eventually transformed into a permanent punishment because of the people's actions.

God's wisdom originally dictated that the conquest would not happen all at once, but rather gradually [מצודת דוד]. By extending the conquest into the period after Joshua's death, God intended to test the next generation. The goal was to see if they would remain faithful to the Torah and avoid making treaties with the local inhabitants [מלבי״ם]. The reality that God did not deliver these remaining nations to Joshua was not a preemptive punishment for the future sins of later generations. It was simply a historical fact that these were the nations Joshua did not have time to conquer during his lifetime due to his old age and physical weakness [אברבנאל].

However, once the new generation failed this test and sinned, the situation shifted dramatically. Because of their failure, the temporary delay in the conquest became an absolute punishment. God decreed that He would no longer drive out anyone before them, bringing the conquest to a complete halt. This turn of events fulfilled Joshua's earlier warning to the Israelites that if they turned away, God would stop removing the foreign nations, and those groups would become a dangerous trap [מצודת דוד, מלבי״ם]. Ultimately, the very nations that were initially left behind simply because of Joshua's advanced age were now intentionally and permanently kept in the land to both test and punish the Israelites [אברבנאל].
