Numbers 13:17Sefaria

The departure of the delegation to the Promised Land is marked by precise geographic and tactical instructions designed to shape their perspective and prepare them for conquest. Recognizing the profound dangers of their mission, Moses did not simply dispatch the men but personally escorted them as they set out, fulfilling the customary role of an escort to guide the way and offer protection [אור החיים]. Although the initial decision to send a delegation was left to Moses's discretion, the specific individuals chosen for the task received direct approval from God [פענח רזא].

Moses deliberately framed their mission as an exploration rather than a conventional espionage operation. Traditional spies seeking military vulnerabilities would naturally select the easiest and most discreet routes of infiltration. Instead, Moses directed the men toward the most rugged, mountainous, and heavily fortified regions. By observing that the local inhabitants were barricading themselves in fear within their cities, the delegation would recognize the land's inherent security, understand that the enemy was already terrified of them, and ultimately place their trust in God [מלבי״ם, אלשיך].

The geographical path began with an entry into the arid, dry southern region known as the Negev [פענח רזא]. Since the Israelites were encamped just south of Canaan, traveling directly north into the Negev was the most natural and straightforward route, requiring no unnecessary detours While they could have veered eastward, Moses precisely guided them along this southern trajectory [משכיל לדוד]. Beyond mere geography, the primary approach among commentators highlights a profound psychological and educational motive for this specific route. The Negev, particularly the area surrounding Hebron, was considered the harshest and least fertile part of the land. Moses intentionally exposed them to the poorest regions first, ensuring that they would subsequently encounter the lush, fertile areas. Much like a merchant who presents inferior goods before revealing premium merchandise, this strategy was designed to heighten their appreciation for the land's exceptional quality and foster a deep love for it among the people

Anticipating the physical and spiritual dangers ahead, particularly the encounter with the formidable giants inhabiting the land, Moses equipped the delegation with layers of protection. Some commentators suggest he entrusted them with his personal staff, while others believe he imparted a divine name to shield them. This preparation also served as a call for the men to ascend in complete unity, or subtly signaled Joshua's appointment as the delegation's leader Furthermore, routing them through the Negev was meant to bring them to Hebron. The intention was for the men to pray at the resting places of the Patriarchs and draw upon their ancestral merit, though ultimately, only Caleb fulfilled this spiritual objective [שפתי כהן].

Continuing their journey, the men were instructed to ascend into the mountainous territory of the Amorites [רש ר הירש]. This elevated path kept them off the exposed main highways, safeguarding them from potential enemy ambushes [פענח רזא]. Moving diagonally through the mountain ranges allowed the delegation to systematically encircle the entire land up to its northernmost border [אברבנאל]. From a strategic standpoint, Moses reasoned that if the men could survey the most challenging, mountainous terrains and figure out how to overcome them, they would naturally conclude that conquering the lower valleys and plains would be effortless. This realization was intended to fortify their confidence and morale for the impending military campaign
