רַ֥ב מְחוֹלֵֽל־כֹּ֑ל וְשֹׂכֵ֥ר כְּ֝סִ֗יל וְשֹׂכֵ֥ר עֹבְרִֽים׃

Dealing with people who break logical and moral boundaries raises deep questions about how the world operates. The dynamics of control, employment, and oversight can be understood on two parallel levels: the behavior of human leaders and the ways of God's providence.

On the human level, a person of great power or wealth often acts as an entrepreneur, driving many large-scale projects. However, this leader can easily ruin his own achievements by employing fools and wayward individuals who lack the necessary skills or stray from the right path [ביאור שטיינזלץ, רש״י]. A contrasting view paints this powerful figure not as a careless employer, but as a forceful dictator who subdues everything in his path. He compels everyone to work for him, forcing even the most stubborn fools and rebels into submission [אבן עזרא, עמנואל הרומי].

A completely different perspective shifts the focus from a great leader to a person defined by conflict and strife. Instead of building, this individual spreads destruction, ruining anything good. To carry out his harmful plans, he gathers fools and wrongdoers to help him inflict pain on others. These fools, lacking understanding, delight in the chaos, completely unaware that their actions will eventually bring about their own downfall [רלב״ג, מצודת דוד, מצודת ציון].

Beyond human leadership, these concepts take on a broad theological meaning regarding God's relationship with His creations. God is the ultimate Master who brings all life into existence. Unlike a human employer who selectively hires only experts, God sustains and provides for everyone, including fools and those who wander idly without purpose [רש״י]. God grants a place and a livelihood to all people, whether righteous or wicked, recognizing that each person acts according to the nature He instilled in them [מלבי״ם].

Furthermore, God exercises immense patience with fools and those who willfully rebel against His wishes. He waits for them, hoping they will awaken and correct their paths. When they finally return to Him, He embraces and accepts them anew [אלשיך, אמרי דעת]. God's oversight also involves active protection and intervention. Rather than just providing or waiting, God actively blocks the harmful intentions of the fool [אמרי דעת]. In the natural world, He intervenes by holding back harsh winter weather patterns, effectively closing off dangerous sea routes to protect travelers from seasonal hazards [רש״י].
