וְהָיָה֙ בָּעֵ֣ת הַהִ֔יא אֲחַפֵּ֥שׂ אֶת־יְרוּשָׁלַ֖͏ִם בַּנֵּר֑וֹת וּפָקַדְתִּ֣י עַל־הָאֲנָשִׁ֗ים הַקֹּֽפְאִים֙ עַל־שִׁמְרֵיהֶ֔ם הָאֹֽמְרִים֙ בִּלְבָבָ֔ם לֹא־יֵיטִ֥יב יְהֹוָ֖ה וְלֹ֥א יָרֵֽעַ׃

On the future Day of Judgment, God will conduct a meticulous and exacting search throughout Jerusalem to locate and punish a very specific group of sinners: those who live in complete complacency and deny His active involvement in the world. This search is envisioned as being carried out with candles, a method that allows light to penetrate the darkest, most hidden inner rooms where sunlight cannot reach [אבן עזרא, אברבנאל]. The purpose of such intense scrutiny is to expose internal flaws and secret sins [רש"י, ביאור שטיינזלץ]. Through this careful examination, God ensures that absolutely no sinner will be able to hide or escape their rightful punishment [מצודת דוד, רד"ק, אברבנאל].

The targets of this divine search are compared to substances that have stopped flowing and settled into a solid state, much like water freezing into ice or milk curdling into cheese [רש"י, אבן עזרא, רד"ק, מלבי"ם]. Specifically, they are likened to aging wine that sits sealed and motionless upon the murky sediment at the bottom of its barrel [מצודת ציון]. Conceptually, this imagery represents people living in absolute peace, security, and stagnation within their homes, relying entirely on their accumulated wealth [אבן עזרא, רד"ק, אברבנאל]. Another perspective suggests this refers to people working the fields and vineyards whose steady, reliable income makes them feel insulated from the unpredictable changes of life [מלבי"ם].

This unbroken physical comfort breeds a deep spiritual apathy. These individuals might not commit obvious, public wrongs, but they also fail to perform any commandments, choosing instead to live in total indifference toward God [ביאור שטיינזלץ]. Sheltered by their abundance and having never faced true hardship, they ultimately rebel against Him [מצודת דוד]. In their deep complacency, they convince themselves that God will neither bring benefit nor cause harm [מצודת ציון]. They completely deny His active providence, believing that He does not intervene in the world, does not reward those who do His will, does not punish the wicked, and that everything simply happens by random chance [רש"י, מצודת דוד, רד"ק, אברבנאל, מלבי"ם].
