וּבִשְׁלֹ֨חַ יְהֹוָ֜ה אֶתְכֶ֗ם מִקָּדֵ֤שׁ בַּרְנֵ֙עַ֙ לֵאמֹ֔ר עֲלוּ֙ וּרְשׁ֣וּ אֶת־הָאָ֔רֶץ אֲשֶׁ֥ר נָתַ֖תִּי לָכֶ֑ם וַתַּמְר֗וּ אֶת־פִּ֤י יְהֹוָה֙ אֱלֹ֣הֵיכֶ֔ם וְלֹ֤א הֶֽאֱמַנְתֶּם֙ ל֔וֹ וְלֹ֥א שְׁמַעְתֶּ֖ם בְּקֹלֽוֹ׃

Moses gathers a series of historical rebellions to build a powerful, cumulative rebuke intended to leave a deep impact on the Israelites [אור החיים]. At the center of this address is the tragic failure of the spies. This disaster sealed the fate of the generation wandering the desert at the exact moment they were prepared to finally enter the land [רש ר הירש, ביאור שטיינזלץ]. The event unfolded as the nation departed from Kadesh Barnea, a location ancient sources also identify as Rekem Giah [נתינה לגר].

God's agreement to send the spies marked a profound transition in how He guided the Israelites. The conquest of the land was not meant to occur through the open, undeniable miracles they experienced in the desert. Instead, God planned to operate through hidden providence, working entirely within the natural laws of the world. The original purpose of the mission, carried out faithfully by Joshua and Caleb, was to prepare the nation to inherit the land by relying on this subtle divine guidance [אור החיים, העמק דבר].

However, the nation failed to rise to this new reality, and their failure unfolded in three distinct stages. First, they engaged in open rebellion. They flatly refused to follow the instructions they had heard directly from God at Mount Sinai [העמק דבר, רש ר הירש].

Second, they suffered an internal collapse regarding the duties of the heart [אבן עזרא, רבנו בחיי]. The failure was not a denial of God's existence. Rather, they lacked trust in His specific promises and His desire to do good for them. Instead of relying on His word, they chose to believe the frightening reports of the spies, even suspecting that God hated them and intended to destroy them [העמק דבר, רש ר הירש]. This distinction highlights the tragic gap between acknowledging God's greatness and actually trusting His guidance [רבנו בחיי].

Finally, the internal doubt manifested as a practical sin. The Israelites simply lacked the courage and discipline required to carry out the command to enter the land [אבן עזרא, רבנו בחיי, רש ר הירש, ביאור שטיינזלץ]. Furthermore, this final stage of disobedience exposed another faction within the nation. These individuals believed that God could operate through the laws of nature, yet they refused to submit to His hidden providence, knowing that such a life demanded strict dedication to studying the Torah and fulfilling the Commandments [העמק דבר].
