The conclusion of the search for a new queen marks a significant shift in royal protocol, moving the weight of the decision entirely to the king's personal choice. This new approach bypasses standard political procedures and senior advisors. The strategy is designed to fill the emotional void left by the previous queen and establish a new reality in the palace. The ultimate criterion for the new queen is entirely subjective; she must simply find favor in the king's eyes at the end of the selection process [ביאור שטיינזלץ]. Because personal charm varies from person to person, the chosen woman does not necessarily need to be the most objectively beautiful candidate [אבן עזרא, עמנואל הרומי].

The promise that the new queen will rule in place of Vashti carries meaning on several levels. In a practical sense, she simply assumes the former queen's role [אבן עזרא, עמנואל הרומי]. Furthermore, framing the new queen as a replacement solves a potential image problem. If a woman of common birth had been chosen as a first queen, it would have brought disgrace to the king. However, because she is replacing a noble queen who fell from grace, there is no loss of dignity in selecting a simple girl without royal lineage [אור חדש, מלבי״ם].

The king's favorable reaction to this plan highlights his newfound independence. Unlike earlier events where he relied heavily on the authority of his advisors, he now evaluates the proposal himself and is personally convinced of its merit [מנות הלוי]. The plan is designed to please the king alone, intentionally excluding the senior ministers. The young attendants who proposed the idea deliberately structured it this way to prevent any high-ranking official from claiming patronage over the new queen or boasting that he was responsible for her rise to power [מנות הלוי].

Convinced by the plan, the king immediately orders its execution and appoints officials to carry it out [אבן עזרא, עמנואל הרומי]. He acts entirely alone, without seeking the counsel of his ministers, demonstrating that he has now gathered absolute power to rule independently [מלבי״ם].

On an allegorical level, the king's decision regarding how to manage his kingdom represents the internal human struggle. It symbolizes how a person must carefully reflect and choose the correct way to govern their own physical and material nature, ensuring they do not ultimately destroy their own world [מחיר יין].
