The leaders of Jerusalem held onto a false hope that they were completely safe behind their city walls, believing they would live there peacefully until their dying day. A harsh reality, however, would soon shatter this illusion. Instead of remaining in the city as they had planned, they would be forced out [רד"ק]. This exit would not be a successful escape to a safe place of their choosing. Even though they would try to run away under the cover of night, their attempt to flee would only lead directly to their capture [מלבי"ם].
Once outside the city, they would be handed over to foreign, idol-worshipping nations [מצודת ציון]. This event actually happened in history when King Zedekiah tried to escape but was caught in the plains of Jericho [מלבי"ם]. In the end, God would bring strict justice upon them, delivering punishment and retribution for their actions [מצודת ציון]. Just as promised, once the leaders were caught, harsh judgments were decided and carried out against them [מלבי"ם].
