The invitation is not restricted to the people living within the Kingdom of Judah, but is deliberately extended to the northern tribes, including Ephraim and Manasseh [ביאור שטיינזלץ].
The ability to reach out to the northern Kingdom of Israel is made possible by the specific historical timing of this event. This initiative takes place during the very first year of Hezekiah’s reign, a time when the ten northern tribes are still living in their land. Their eventual exile has not yet happened; that tragic event would only occur years later, during the sixth year of Hezekiah's rule, which corresponded to the ninth year of Hoshea, the king of Israel [רש״י].
