וּמִשְׁכַּ֣ן יְ֠הֹוָ֠ה אֲשֶׁר־עָשָׂ֨ה מֹשֶׁ֧ה בַמִּדְבָּ֛ר וּמִזְבַּ֥ח הָעוֹלָ֖ה בָּעֵ֣ת הַהִ֑יא בַּבָּמָ֖ה בְּגִבְעֽוֹן׃

During this period in history, the central focus of Israelite worship was geographically divided, as the original holy vessels were not yet gathered together in Jerusalem. As a matter of historical background, God's Tabernacle and the altar stood at that time in Gibeon [ביאור שטיינזלץ]. Furthermore, the original altar for burnt offerings crafted by Moses was still located there [רש״י].

The sanctuary complex in Gibeon is described as a high place, but commentators agree that this concept does not simply refer to the physical altar alone. Rather, it encompasses the entire building or compound that housed both the Tabernacle and the altar. Because the altar was the central feature of the site and functioned as a raised platform, the entire surrounding structure took on its name [מצודת דוד, רד״ק].

To better understand this, one can look at another biblical account that mentions people eating at a high place. Naturally, the people did not eat their meals directly on top of the altar itself. Instead, they ate in the surrounding buildings and courtyards, which were all collectively known by the name of the central high place [רד״ק].
