פָּחֲד֤וּ בְצִיּוֹן֙ חַטָּאִ֔ים אָחֲזָ֥ה רְעָדָ֖ה חֲנֵפִ֑ים מִ֣י ׀ יָג֣וּר לָ֗נוּ אֵ֚שׁ אֽוֹכֵלָ֔ה מִֽי־יָג֥וּר לָ֖נוּ מוֹקְדֵ֥י עוֹלָֽם׃

During a time of crisis and siege on Jerusalem, a sharp divide emerges between the faithful and the faithless. While righteous individuals, such as Hezekiah and his followers, trust God to save them, the opposing faction of Shebna, made up of sinners who lack faith, is struck with sudden terror [רד״ק, מצודת דוד]. These sinners are deeply afraid of the approaching danger. Alongside them are the hypocrites, wicked individuals who easily give in to their desires [מצודת ציון, שטיינזלץ]. Some explain that these hypocrites try to hide their fear through their speech, but their uncontrollable physical trembling betrays the deep anxiety gripping them [מלבי״ם].

Out of complete despair, they cry out, questioning who among them could possibly survive and continue to exist [מצודת ציון, שד״ל] in the face of a consuming fire and endless, unquenchable flames [מצודת ציון, שטיינזלץ, שד״ל].

The exact nature of this terrifying fire is understood in two distinct ways. The primary approach among commentators is that the fire represents the massive, threatening Assyrian army. The sinners, realizing they have no true protection, look at an enemy that has already destroyed and weakened many nations. In their despair, they wonder who could possibly survive this force or calm its burning rage [מלבי״ם, רד״ק, מצודת דוד, שטיינזלץ, רש״י].

Conversely, another group of commentators identifies the consuming fire as God Himself. In this view, the terror does not come from the enemy. Instead, it strikes the sinners when they witness God's raw power destroying the Assyrian camp. Faced with such overwhelming divine might, a profound fear takes hold of them. They begin to wonder how they, being full of sin, can continue to live in Zion, the city where God's glory rests. Recognizing that the divine presence is like a constant, burning fire, they question who among them is worthy to live near Him, or how they might find a path to repentance [אבן עזרא, שד״ל, רש״י, רד״ק].
