הַרְעִ֤יפוּ שָׁמַ֙יִם֙ מִמַּ֔עַל וּשְׁחָקִ֖ים יִזְּלוּ־צֶ֑דֶק תִּפְתַּח־אֶ֣רֶץ וְיִפְרוּ־יֶ֗שַׁע וּצְדָקָ֤ה תַצְמִ֙יחַ֙ יַ֔חַד אֲנִ֥י יְהֹוָ֖ה בְּרָאתִֽיו׃ {ס}

The entire creation, from the highest heavens to the ground below, is summoned to participate in a cosmic movement of goodness, justice, and salvation. Divine salvation is compared to rain pouring from the sky to water the earth. In this agricultural metaphor, justice and salvation arrive in overwhelming abundance, as if the angels above and the inhabitants below unite to bring relief [רד״ק, אבן עזרא]. God pours down justice from above, and the earth, opening itself to receive this flow, responds by sprouting forth a harvest of salvation and righteousness [מצודת דוד, שטיינזלץ].

Exploring the mechanics of this rain metaphor reveals a careful process of divine delivery. The higher realms hold a massive, rushing flow of divine goodness. However, as this flow descends to the lower skies, it is reduced into measured drops. This deliberate reduction ensures that the divine flow is tailored to the exact capacity of the physical world below. Yet, just as rain can damage land that has not been plowed or sown, the downpour of divine justice requires human preparation. People must ready themselves by performing acts of righteousness and fulfilling their duties toward God. Only when humanity prepares the spiritual soil can the earth open up to grow the fruit of salvation, showing that God's goodness ultimately depends on the readiness of those receiving it [מלבי״ם].

When considering the origin of this cosmic process, there are different perspectives on what exactly God has brought into existence. The primary approach among commentators is that God prepared this specific goodness, justice, and salvation in advance for the Israelites [רש״י, מצודת דוד, רד״ק, שטיינזלץ]. Another perspective suggests that this creation refers to a specific individual: Cyrus, the king of Persia. In this view, God commands the heavens and the earth to work together to ensure Cyrus's success, as he is destined to end the Babylonian empire and bring justice and salvation to all of humanity [אבן עזרא, שד״ל]. Finally, an ancient tradition offers an entirely different layer of meaning, viewing this entire cosmic awakening as a hint to the future resurrection of the dead [רד״ק].
