וְעַתָּ֡ה אֱמׇר־נָ֣א אֶל־אִישׁ־יְהוּדָה֩ וְעַל־יוֹשְׁבֵ֨י יְרוּשָׁלַ֜͏ִם לֵאמֹ֗ר כֹּ֚ה אָמַ֣ר יְהֹוָ֔ה הִנֵּ֨ה אָנֹכִ֜י יוֹצֵ֤ר עֲלֵיכֶם֙ רָעָ֔ה וְחֹשֵׁ֥ב עֲלֵיכֶ֖ם מַחֲשָׁבָ֑ה שׁ֣וּבוּ נָ֗א אִ֚ישׁ מִדַּרְכּ֣וֹ הָרָעָ֔ה וְהֵיטִ֥יבוּ דַרְכֵיכֶ֖ם וּמַעַלְלֵיכֶֽם׃

A prophet delivers an urgent, direct message from God to all the people of Judah and the inhabitants of Jerusalem [מצודת דוד, רד״ק]. He presents them with a harsh reality: a severe decree is actively taking shape against them. Yet, this threat is not a final sentence. Instead, it serves as a powerful wake-up call meant to inspire a change of direction and cancel the coming disaster.

God declares that He is currently creating and planning a new hardship against them [מצודת דוד, מצודת ציון, ביאור שטיינזלץ]. The concept of forming this disaster directly connects to the metaphor of a potter working with clay. Just as a potter constantly shapes new and distinct vessels, God is preparing new, unprecedented difficulties to bring upon the people [רד״ק].

Despite the severity of this warning, there is a much deeper layer to God's plan. On the surface, His intention is to punish the people for their sins [מצודת דוד, ביאור שטיינזלץ]. However, the true, inner purpose of this plan is not simply to cause harm. The goal of the looming crisis is to awaken the people to repent. Just like a potter who breaks a flawed vessel only so he can mold the clay into something new and better, God brings about this crisis to lead the people toward repair [מלבי״ם].

Because of this, God issues a practical demand. He calls on the people to repent for their past mistakes and correct their behavior for the future [מלבי״ם]. This required repair operates on two distinct levels. First, the people must fix their inner traits, habits, and overall mindset. Second, they must correct the actual, physical deeds that flow from those inner traits [מצודת ציון, מלבי״ם]. Ultimately, if the people change their thoughts and actions for the good, God will respond in kind and change His decree against them [ביאור שטיינזלץ, מלבי״ם].
