וְרֶ֣גַע אֲדַבֵּ֔ר עַל־גּ֖וֹי וְעַל־מַמְלָכָ֑ה לִבְנ֖וֹת וְלִנְטֽוֹעַ׃

The relationship between God's decisions and human behavior is highly dynamic. When God decides to grant abundance, stability, and growth to a specific nation, He makes an internal decision to build and establish that kingdom [ביאור שטיינזלץ]. However, the continuation of this blessing relies entirely on the nation's ongoing moral and spiritual condition. Sometimes, this divine decision stands for only a brief moment, much like a clay vessel that is shaped by a potter only to be broken immediately after its creation [מלבי״ם].

Despite this fragility, a divine promise for good always materializes in practice. There is a fundamental difference between how God handles a decree for destruction versus a promise for blessing. A harsh decree will not come to pass if the wrongdoers repent. In contrast, a promise for good will always be fulfilled the moment God designates it. Yet, even though the blessing is granted, it will not endure if the people subsequently choose to do evil [רד״ק].

This core difference is rooted in the distinction between God's underlying thoughts and His active decrees. When a nation abandons its wicked ways, God completely erases even the initial thought of bringing harm. Conversely, if a nation corrupts its path after receiving a blessing, God only retracts the immediate execution of that good. His original thought and underlying desire to benefit the nation remain completely intact. The crises and suffering that follow a sin are not punishments meant to destroy. Rather, they are part of a process of breaking the vessel in order to rebuild it anew [רד״ק, מלבי״ם]. The temporary removal of a blessing is a deliberate step designed to profoundly influence the people themselves, correcting their character and guiding them back to the right path [מלבי״ם].
