וַיֹּ֛אמֶר חֹתֵ֥ן מֹשֶׁ֖ה אֵלָ֑יו לֹא־טוֹב֙ הַדָּבָ֔ר אֲשֶׁ֥ר אַתָּ֖ה עֹשֶֽׂה׃

The moment Jethro advises Moses marks a turning point in the development of the Israelite leadership and justice system. His criticism is not aimed at the act of judging itself, but rather at the method being used and its heavy toll on the leader, the nation, and the relationship between them.

The narrative specifically identifies Jethro by his full title as the father-in-law of Moses, rather than simply referring to him with a brief pronoun. The primary approach among commentators is that this deliberate phrasing honors Jethro, highlighting his prestigious position as the father-in-law of a king [רש״י]. Emphasizing his identity at this exact moment—just before he dares to correct Moses and offer life-changing advice—gives his words extra weight and authority [דברי דוד, ברכת אשר על התורה].

When Jethro declares that the current situation is not good, he is expressing his personal disapproval of how the system operates [חזקוני]. He does not imply that seeking God or judging the people is wrong. Rather, the flaw lies entirely in the execution; the current process is incomplete and falls short of the ideal standard [העמק דבר].

By sitting alone to judge the entire nation, Moses exposes the system to several serious problems. On a physical and practical level, the crushing burden will eventually cause Moses to collapse and wither away like a dry leaf. At the same time, it exhausts the people, leaving them frustrated and confused as they endure endless waits for legal resolutions [אבן עזרא, מלבי״ם]. Beyond the physical toll, there is a profound spiritual danger. The extreme fatigue caused by handling countless disputes could weaken Moses' constant connection to God, potentially preventing him from receiving prophecy [רלב״ג]. Finally, there is a serious social flaw in a system where a single person holds all judicial power. When one judge issues a ruling alone, the losing party tends to direct all their anger and bitterness directly at him. By sharing the responsibility among a panel of judges, the system diffuses this resentment and prevents baseless hatred toward any single individual [חתם סופר].
