וַתִּפֹּ֣ל עָלַי֮ ר֣וּחַ יְהֹוָה֒ וַיֹּ֣אמֶר אֵלַ֗י אֱמֹר֙ כֹּֽה־אָמַ֣ר יְהֹוָ֔ה כֵּ֥ן אֲמַרְתֶּ֖ם בֵּ֣ית יִשְׂרָאֵ֑ל וּמַעֲל֥וֹת רוּחֲכֶ֖ם אֲנִ֥י יְדַעְתִּֽיהָ׃

A sudden rush of prophetic inspiration overcomes the prophet, compelling him to confront the residents of Jerusalem. The spirit of prophecy rests heavily upon him, directing him to speak directly to the people [מצודת דוד, מצודת ציון]. God is about to expose not only the public declarations of the city's leaders but also the false sense of security they harbor deep within.

The message addresses a popular saying circulating among the people. The residents have been comparing Jerusalem to a cooking pot and themselves to the meat inside it. They believe that just as a pot shields its contents from the fire, the fortified walls of the city will protect them from their enemies, leading them to reject any warnings of impending destruction [מלבי״ם, רש״י, רד״ק]. God acknowledges their comparison but completely overturns their conclusion. The meat inside the pot does not symbolize the living residents enjoying safety. Rather, it represents the countless victims of innocent blood that have already filled the city streets. Those victims met their end within Jerusalem, but the surviving residents will not be granted the privilege of living out their days under the city's protection. Instead, they will be dragged out from behind their trusted walls and forced into exile [רש״י, רד״ק].

The confrontation then moves beyond their spoken words and cuts straight into their inner consciousness. God addresses the very thoughts and desires that rise up in their minds [מצודת ציון, רד״ק, ביאור שטיינזלץ]. The primary approach among commentators is that God makes it clear He hears more than just their public speeches; He knows every intimate detail of their hidden thoughts. The people secretly believe that God is no longer paying attention to them and that He is unaware of how they place their trust in stone walls rather than in Him. In response, God emphasizes that every single thought, desire, and assumption they form is completely exposed and known to Him [מלבי״ם, מצודת דוד, רד״ק].
