II Chronicles 35:18Sefaria

וְלֹא־נַעֲשָׂ֨ה פֶ֤סַח כָּמֹ֙הוּ֙ בְּיִשְׂרָאֵ֔ל מִימֵ֖י שְׁמוּאֵ֣ל הַנָּבִ֑יא וְכׇל־מַלְכֵ֣י יִשְׂרָאֵ֣ל ׀ לֹֽא־עָשׂ֡וּ כַּפֶּ֣סַח אֲשֶׁר־עָשָׂ֣ה יֹ֠אשִׁיָּ֠הוּ וְהַכֹּהֲנִ֨ים וְהַלְוִיִּ֤ם וְכׇל־יְהוּדָה֙ וְיִשְׂרָאֵ֣ל הַנִּמְצָ֔א וְיוֹשְׁבֵ֖י יְרוּשָׁלָֽ͏ִם׃ {ס}

The Passover celebration organized by King Josiah left a lasting mark on history as an event of unmatched scale and devotion. It was so profound that it was recorded as a gathering without equal since the era of Samuel the Prophet. This historical milestone raises a natural question: what made this specific holiday outshine even the celebrations held during the golden, peaceful years of David and Solomon?

The primary approach among commentators is that this event was defined by an extraordinary level of national unity and spiritual purity. The comparison to Samuel, the last of the Judges, highlights that not since his lifetime had the entire nation come together with a single heart to serve God alone [רד״ק]. Leading up to the holiday, Josiah had completely wiped out idolatry and dismantled the local altars, ensuring that all worship was directed exclusively to Jerusalem [מלבי״ם]. Crowds of people left their hometowns and gathered in the capital [מצודת דוד], resulting in a massive, unified public celebration [ביאור שטיינזלץ].

Beyond the sheer numbers, this Passover was unique in its strict attention to purity and religious law. In previous generations, such as during the reign of Hezekiah, some people had ignored the call to celebrate, while others participated while spiritually impure. Under Josiah, however, the holiday was observed with exceptional purity, beautifully corrected practices [מצודת דוד], and strict adherence to the law [ביאור שטיינזלץ]. This outward perfection was matched by a profound spiritual atmosphere. The nation fulfilled the commandment with a complete heart, yet their devotion was mixed with deep awe and fear. This serious mood was sparked by the recent discovery of a lost Torah scroll and the severe warnings delivered by Huldah the Prophetess [חומת אנך].

Alongside the spiritual renewal, another perspective focuses on the material and organizational scale of the holiday to explain how it surpassed the eras of David and Solomon, who are remembered as the great kings of Israel [מצודת דוד]. The leadership displayed an unmatched level of generosity. For the first time, the king and his officials used their private wealth to supply the entire public with all the animals needed for the Passover sacrifices and the festival peace offerings. They even instructed the Levites to prepare the meat and deliver it directly to every person based on their individual needs, creating a celebration of incredible, unprecedented abundance [רש״י, חומת אנך].
