וּכְא֥וֹר בֹּ֖קֶר יִזְרַח־שָׁ֑מֶשׁ בֹּ֚קֶר לֹ֣א עָב֔וֹת מִנֹּ֥גַהּ מִמָּטָ֖ר דֶּ֥שֶׁא מֵאָֽרֶץ׃

The impact of a righteous leader on the world is often mirrored in the most striking forces of nature. A pure and just government expands and brings life, much like a bright sunrise, clear skies, and the sudden growth of fresh vegetation. This imagery holds a promise for the flourishing of a pure kingdom, whether looking back at the historical reign of the Davidic dynasty or looking forward to the future Messianic era.

The primary approach among commentators is that the power of a righteous ruler grows steadily, much like the morning light intensifies as the sun rises. This type of leadership is defined by its purity and clarity. It is a dawn completely free from burdens and clouds [מצודת ציון, שטיינזלץ].

Regarding the dynamic between the sunlight, the rain, and the sprouting earth, commentators offer a few distinct perspectives. One approach focuses on sheer beauty and radiance. The light of this pure morning is even more spectacular than the bright reflection created when the sun shines on water right after a rainfall, bringing forth fresh grass from the ground [רש״י, מצודת ציון, שטיינזלץ].

In contrast, another group of commentators views this nature imagery as a powerful contrast to highlight the stability of the kingdom. A righteous government provides a complete and constant light. It is entirely different from a cloudy morning defined by endless, unpredictable shifts between sunshine and rain just to make grass grow [רד״ק, אברבנאל]. The success of such a kingdom is lasting; it does not fade quickly like a rainbow, a flash of lightning followed by darkness, or grass that sprouts in the morning only to wither by the evening [רלב״ג].

A third perspective interprets the combination of sun and rain as a lesson in mutual dependence. Just as sunlight and rain must work together in harmony to grow plants, the influence of a righteous ruler depends on a clear path. His power can only flourish when there are no opponents to hide his light or block his positive impact on the world [מצודת דוד].

On a deeper level, this vision extends beyond the present time, serving as a prophecy for the future Messianic kingdom. Throughout history, even the greatest governments, including the historical Davidic dynasty, rose to power gradually. Their light was sometimes covered by the dark clouds of exile and hardship, and they constantly had to contend with other nations—much like the rain that is necessary for the world's survival but often brings gloom. The future Messianic kingdom, however, will shine all at once with full intensity. It will be a completely cloudless morning, with no competing nations to cast a shadow over its light [מלבי״ם]. Furthermore, this future dawn will be entirely free from the clouds of sin. Because of this ultimate purity, the earth will respond miraculously. As soon as the rain falls, vegetation will sprout instantly, requiring no planting or human labor at all [אלשיך].
