הֲיֵ֨שׁ בְּהַבְלֵ֤י הַגּוֹיִם֙ מַגְשִׁמִ֔ים וְאִם־הַשָּׁמַ֖יִם יִתְּנ֣וּ רְבִבִ֑ים הֲלֹ֨א אַתָּה־ה֜וּא יְהֹוָ֤ה אֱלֹהֵ֙ינוּ֙ וּנְקַוֶּה־לָּ֔ךְ כִּֽי־אַתָּ֥ה עָשִׂ֖יתָ אֶת־כׇּל־אֵֽלֶּה׃ {פ}

In times of severe drought and crisis, human beings are forced to recognize their total dependence on the Creator for survival. The prophet expresses this absolute reliance, understanding that without God providing rain, there is simply no one else to turn to for help [רד״ק, מצודת דוד]. He poses a profound rhetorical question to emphasize that no alternative forces can bring rain on their own, independent of God's command [רש״י].

The prophet systematically dismantles the illusion of alternative powers. First, he addresses man-made idols, dismissing them as completely empty and vain [מצודת ציון]. There is a broad consensus that these artificial creations possess no actual power to influence reality or produce rain [מלבי״ם, אברבנאל, רד״ק]. Moving beyond artificial causes, the prophet then rejects the idea that nature itself is independent. Even the heavens, which produce fine drops of water [מצודת ציון, ביאור שטיינזלץ], do not function on their own. Natural systems cannot release a single drop of rain without God's direct decree and ongoing supervision, as He alone opens and closes the skies at His will [רד״ק, מצודת דוד, אברבנאל].

Stripped of any belief in idols or independent natural forces, the only logical conclusion is to place all hope and expectation entirely in God [מצודת ציון, מצודת דוד]. The prophet declares that God is the author of the current situation, a statement understood in two distinct ways. One approach suggests this refers to the physical creation itself; since God is the original architect who formed the heavens and the rain systems, it is only fitting to direct requests for rain to Him [מצודת דוד, ביאור שטיינזלץ, אברבנאל]. A second approach argues that the prophet is referring specifically to the drought. In this view, God actively stopped the rain as a consequence of the people's sins. Because He is the one who brought about the crisis, the people look to Him to heal the land and restore the rain [רד״ק, מלבי״ם, אברבנאל]. Ultimately, this plea serves as a defense for the nation, anchoring their survival on God's honor as the absolute and exclusive ruler of all creation [אברבנאל].
