כִּֽי־הִ֭שְׁקִיף מִמְּר֣וֹם קׇדְשׁ֑וֹ יְ֝הֹוָ֗ה מִשָּׁמַ֤יִם ׀ אֶל־אֶ֬רֶץ הִבִּֽיט׃

God's divine providence reaches from the most sacred, elevated realms down into the physical world, showing His close attention to the human condition. The act of looking down expresses a focused, intentional gaze [מצודת ציון], often describing a view directed from top to bottom, as if looking through a window or an opening [מלבי״ם].

The primary approach among commentators is that God looks from heaven to earth to watch over the world and actively intervene in it [ביאור שטיינזלץ]. Specifically, He looks down to see the suffering and hardship of the people in order to show them mercy, recalling the profound idea that He truly sees the affliction of His people [רש״י, רד״ק, אבן עזרא, מאירי]. This action highlights a powerful contrast. Even though God dwells in His holy heights, He closely watches and cares for the most lowly on earth [רד״ק].

One perspective notes that the initial act of looking is immediately followed by a second, different word for seeing. This suggests a continuous process, where God begins by looking from the high heavens and then extends His gaze further down [מלבי״ם]. Another viewpoint resolves the issue by explaining that the traditional rule about this word being negative applies strictly to the Five Books of Moses. Therefore, finding it used in a positive, merciful context in the Book of Psalms presents no difficulty at all [מאירי].
