Specifically, He looks down to see the suffering and hardship of the people in order to show them mercy, recalling the profound idea that He truly sees the affliction of His people [רש״י, רד״ק, אבן עזרא, מאירי]. This action highlights a powerful contrast. Even though God dwells in His holy heights, He closely watches and cares for the most lowly on earth [רד״ק].

One perspective notes that the initial act of looking is immediately followed by a second, different word for seeing. Another viewpoint resolves the issue by explaining that the traditional rule about this word being negative applies strictly to the Five Books of Moses.
