לְסַפֵּ֣ר בְּ֭צִיּוֹן שֵׁ֣ם יְהֹוָ֑ה וּ֝תְהִלָּת֗וֹ בִּירוּשָׁלָֽ͏ִם׃

The redemption of the Israelites from exile is not merely about physical survival; it carries a profound sense of purpose. The primary approach among commentators is that liberation serves a distinct goal: to allow the redeemed to publicly declare and share the greatness of God [רד״ק, מצודת דוד, מלבי״ם]. In fact, the very act of proclaiming His greatness serves as proof that the time of salvation has finally arrived [אבן עזרא].

From a historical perspective, this moment of deliverance is linked to the end of the seventy-year Babylonian exile and the subsequent construction of the Second Temple. In this context, sharing God's name takes a practical form. It is realized through the public reading of the Scroll, which broadcasts the miraculous rescue of that generation. Meanwhile, expressing His praise refers to the recitation of songs of thanksgiving, which will take place once Zion is rebuilt [אלשיך].

A question arises regarding the seemingly repetitive nature of these declarations. Some commentators view the dual phrasing as a simple repetition, using synonymous terms to emphasize a single idea [רד״ק]. However, a contrasting perspective offers a delicate distinction between the concepts being declared and the specific locations where they are spoken. According to this view, God's name represents a deep recognition of Him as the Creator, renewer, and ultimate guide of the world. Because this high level of spiritual understanding belongs primarily to the wise scholars and the priests, it is appropriately voiced in Zion, the specific area where they reside. On the other hand, God's praise refers to His visible, moral leadership, specifically His traits of being merciful and gracious. Since these compassionate qualities are easily understood and recognized by the general public, they echo naturally throughout the wider, heavily populated city of Jerusalem [מלבי״ם].
