Instructions for the future Temple service sometimes present details that seem to differ from familiar laws. During the dedication of this future Temple, a unique morning grain offering is prepared alongside the animal sacrifices, raising questions about how these practices align with the established daily offerings. An additional sheep is sacrificed specifically for these days of inauguration [מצודת דוד]. Accompanying this sheep is a grain offering measured at a sixth of an ephah. Based on traditional Jerusalem measurements, this amount equals two tenths, which is designed to be enough to provide for both the regular daily grain offering and the special baked offering brought by the High Priest [רש״י].

Preparing this offering requires a third of a hin of oil, a noticeably larger amount than the standard ratio found elsewhere in the law. This extra oil is necessary to thoroughly moisten the fine, clean, high-quality flour [מלבי״ם]. The primary approach among commentators is that the oil is sprinkled and dripped to completely wet the flour [מצודת ציון]. The goal is to deeply mix and soften the flour with the drops of oil [רד״ק, מצודת דוד, מצודת ציון, מלבי״ם, שטיינזלץ], while some note that this process also involves carefully crushing and blending the ingredients together into a smooth mixture [רש״י].

The instructions conclude by affirming that these are eternal statutes given to God continually, which addresses a fundamental concern. Because the details of this offering differ from the original laws given through Moses, one might mistakenly believe that the eternal laws of the Torah are subject to change. To prevent this misunderstanding, commentators agree that the prophet emphasizes the supplementary nature of these dedication offerings. They are an addition meant strictly for the inauguration days and do not replace the original commandments. The reminder of eternal statutes serves as a clear warning to the people not to assume that these special sacrifices exempt them from the regular daily offering. The daily offerings remain an everlasting law and must be maintained in their proper order, running parallel to the special sacrifices brought for the dedication of the Temple [אברבנאל, מלבי״ם, מצודת דוד].
