Isaiah 41:11Sefaria

Ultimate downfall and humiliation await the nations that oppressed the Israelites during their long exile. A prime example of this historical justice is the Babylonian empire. When Babylon collapses, the Israelites will be allowed to return to their homeland under the decree of Cyrus [אבן עזרא]. A profound shame will overtake these oppressive nations because their arrogant plans will fail. They proudly assumed the Israelites would never escape their grip and would remain trapped in exile forever

The enemies facing this downfall fall into two distinct categories, each representing a different level of hostility and receiving a punishment that perfectly matches their actions. The first group consists of those who harbor intense animosity. The primary approach among commentators is that these are individuals filled with anger, constantly heating up for a fight and looking to provoke conflict Alternatively, this group includes enemies who treat the Israelites as outcasts, keeping their distance or secretly spreading malicious slander behind their backs [מלבי״ם]. Because their hostility is either internal or hidden, their punishment centers on disgrace. They will suffer both deep personal shame and public humiliation when others finally witness the true evil of their actions.

The second group represents a severe escalation from hidden hatred or simmering anger. These are individuals who confront the Israelites head-on, fighting face-to-face and openly condemning them through direct verbal attacks Since their hostility is public and inflicts greater harm, their punishment is far more severe and absolute. Rather than just facing embarrassment, these direct attackers will be completely destroyed and reduced to nothing [מצודת ציון].
