A divine promise foretells a miraculous reality where the very laws of nature are turned upside down to bring life to the most unexpected places. God will cause an immense abundance of water to reach completely arid and barren regions, completely changing the physical landscape.
The transformation begins on the high mountain peaks. God will cause rivers to flow across these elevated heights, fundamentally altering the natural order of creation. Naturally, rivers carve their paths through low-lying areas, making the sight of rushing water on mountaintops a profound miracle [מלבי״ם, אבן עזרא, מצודת דוד]. At the same time, springs will burst open within the valleys. While this might seem less dramatic, it too breaks from the ordinary. Valleys typically serve as channels for flowing rivers rather than the birthplace of bubbling springs [מלבי״ם]. Following a clear progression, if God miraculously draws water up to the mountain peaks, an abundance of springs will certainly erupt in the valleys below [רד״ק].
This renewal extends deep into regions of complete desolation. An empty, unsettled desert [אבן עזרא] will be transformed into a gathering place for pools of water [מצודת ציון]. Lakes naturally form in humid environments, making their appearance in a dry wasteland entirely unnatural. Furthermore, land suffering from absolute dryness will turn into active water sources [שטיינזלץ, מצודת דוד]. The magnitude of this wonder is striking: in such a harsh environment, the intense heat of the sun would normally evaporate any standing water. Instead, God will change the very nature of the ground, causing endless water to spring forth continuously on its own [מלבי״ם]. Ultimately, this vision points to God's direct intervention, bringing water to places where it simply does not exist [רד״ק].
Alongside the physical blooming of the wasteland, there is a profound spiritual dimension. The flowing rivers serve as a symbol for an understanding heart that is ready to absorb Torah and prophecy. In this light, the barren desert represents a place entirely empty of wisdom, which is now destined to overflow with spiritual wealth [רש״י].
