אֲבִ֣י יְ֭תוֹמִים וְדַיַּ֣ן אַלְמָנ֑וֹת אֱ֝לֹהִ֗ים בִּמְע֥וֹן קׇדְשֽׁוֹ׃

The true greatness of God is revealed in a striking contrast. Despite His infinite power and supreme position above all creation, He remains intimately close to the most vulnerable members of society and protects the lowly of the earth [אבן עזרא, מאירי, שטיינזלץ]. Although God resides in His holy habitation—the highest heavenly realm [מצודת ציון]—His watchful care never leaves the physical world. He actively sustains, decrees, and watches over those living below [אלשיך, מצודת דוד].

This divine care operates on two distinct but complementary levels. On a literal level, God acts as a direct protector for the weakest individuals at the bottom of the social ladder. When people lack the strength or means to save themselves from those who oppress them, God steps in to fill the void. He becomes a caring father to the orphan and a righteous judge who fights for the rights of the widow [רד״ק, אבן עזרא].

Alongside this literal understanding, a major approach among commentators views these roles as a metaphor for the national experience of the Israelites. Throughout history, the nation has often found itself in a vulnerable, orphaned state, prompting God to step in as their father. Similarly, the image of the widow symbolizes the city of Jerusalem in its times of ruin and isolation. For Jerusalem, God acts as the judge who ultimately demands justice and brings retribution upon her enemies [רש״י, מצודת דוד]. A clear historical example of this national providence occurred when God helped the Israelites, who were small and defenseless like orphans, to successfully stand against the overwhelming military might of the Assyrian empire and other powerful kingdoms [רד״ק].
