אַתָּ֣ה מ֭וֹשֵׁל בְּגֵא֣וּת הַיָּ֑ם בְּשׂ֥וֹא גַ֝לָּ֗יו אַתָּ֥ה תְשַׁבְּחֵֽם׃

After exploring God's dominion over the hidden, upper realms, attention now turns to the visible, earthly world and His absolute authority over the most powerful forces of nature [רד״ק, אבן עזרא, מאירי]. By its very nature, the ocean is positioned higher than the dry land, constantly leaning toward expanding and covering the earth. Yet, God establishes a firm law and a boundary of sand that the waters simply cannot cross [רד״ק, מאירי].

The stormy sea possesses immense power, strength, and a sense of pride [מצודת דוד]. As its waves swell and rise high, it can appear as though nothing will stop the ocean from completely washing away the world [ביאור שטיינזלץ, אלשיך]. Just as these waves reach their peak elevation [רש״י, רד״ק, אבן עזרא], God intervenes. He humbles and quiets the crashing water precisely as it reaches the shoreline [רש״י, רד״ק, אבן עזרא, מצודות]. This act of lowering the waves is not merely a display of power, but an act of kindness that repairs and maintains reality [מלבי״ם].

Beyond the constant supervision of the ocean's borders, this display of control carries a historical echo of the splitting of the Red Sea during the Exodus from Egypt [רד״ק, אבן עזרא, מאירי]. During a fierce east wind, the sea swelled with pride and attempted to burst past its limits. However, God used the very rising of the waves to defeat them, freezing them into solid walls and transforming the seabed into dry land [מלבי״ם].

On a deeper level, mastering the sea's pride involves subduing its guiding spiritual force, known as the Prince of the Sea. During the Exodus, God defeated this spiritual entity, an act so profound that it caused all the waters across the globe to split. This ancient, spiritual victory serves as a permanent guarantee. Even today, when physical waves roar and threaten to flood the land, it is God who maintains control, keeping the waters quiet and contained [אלשיך].
