צֶ֣דֶק וּ֭מִשְׁפָּט מְכ֣וֹן כִּסְאֶ֑ךָ חֶ֥סֶד וֶ֝אֱמֶ֗ת יְֽקַדְּמ֥וּ פָנֶֽיךָ׃

God's absolute power and control over the universe are not based on arbitrary force, but are firmly built upon moral foundations of fairness and mercy [אבן עזרא, מצודת דוד]. The eternal existence of the world depends entirely on these divine traits, which constantly sustain it [רד״ק, מאירי]. The foundation of this divine leadership is represented through the imagery of a royal throne [שטיינזלץ, מצודת דוד]. Just as a human king sits upon his throne to observe the needs of his people and guide them, the divine throne of glory represents God's constant leadership and supervision over the earthly realm below [רד״ק, אבן עזרא, מלבי״ם, מאירי].

When analyzing how God leads the world, commentators note a fundamental distinction between His different traits. One approach suggests that justice represents the fixed, orderly rule of nature, which operates according to exact laws and strict judgment. In contrast, righteousness represents a miraculous, providential guidance that goes beyond the letter of the law, adapting to specific times and situations [מלבי״ם]. However, the primary approach among commentators is that these concepts are a repetition of the same idea using different expressions. In this view, righteousness and kindness both represent the trait of mercy, while justice and truth represent the trait of strict judgment [רד״ק, מאירי].

Kindness and truth are depicted as being constantly available and prepared [רד״ק]. They are compared to royal ministers who stand continually before God, ready at any moment to carry out His actions in the world without ever leaving His presence [אבן עזרא, מאירי, שטיינזלץ]. There is a deep connection between these various traits. Kindness and truth serve as the inner roots of God's character, preceding and generating the outward actions of righteousness and justice. The love of truth gives birth to fixed justice, while the love of kindness brings about a righteousness that goes beyond strict judgment [מלבי״ם]. On a deeper level, these divine traits are stored in heaven alongside treasures of life, peace, blessing, and the souls of the righteous [תורה תמימה].

Ultimately, these divine actions require human partnership. When people practice righteousness and justice in their own lives, they prepare themselves to become a resting place for the Divine Presence. From this perspective, a direct request is being made to God. Normally, God waits for Israel to perform acts of righteousness and justice before He grants them kindness and mercy, much like a bride and groom who each bring their own jewelry to the marriage. Here, however, God is asked to allow His kindness and truth to come forward and reach Israel even before the people have managed to prepare His throne through their own good deeds [אלשיך].
