כִּי־תִפְאֶ֣רֶת עֻזָּ֣מוֹ אָ֑תָּה וּ֝בִרְצוֹנְךָ֗ (תרים) [תָּר֥וּם] קַרְנֵֽינוּ׃

True national success and genuine power do not come from human abilities or mortal leadership, but entirely from the providence and will of God. The primary approach among commentators is that God Himself is the source of the nation's strength. It is through Him that the people find their pride and stand out among other nations. Human beings cannot boast of their own independent power, because God is the one who grants them strength and makes it truly glorious [רד״ק, אבן עזרא, מצודת דוד, ביאור שטיינזלץ].

A deeper look reveals a profound difference between standard, natural leadership and miraculous, supernatural guidance. Natural strength on its own offers no real reason for pride. However, when power flows directly from God's providence, it transforms into true glory, highlighting the unique nature of the people [מלבי״ם]. This idea is closely tied to the concept of kingship. Even when the nation is led by a human king who serves as their stronghold, the king's actual glory is God. Therefore, depending directly on God is always superior to placing trust in any mortal ruler [אלשיך].

The direct result of this connection to God is profound success and victory [ביאור שטיינזלץ]. This triumph occurs during times of divine goodwill, when God shows favor to His people [רש״י]. He acts out of His absolute free will, choosing to grant them kindness that goes far beyond strict justice [מלבי״ם]. As a result of this divine favor, the nation's power and authority are elevated. This strength is symbolized by a horn, representing government and specifically the kingdom of Israel [רד״ק, מצודת דוד, מאירי, אלשיך]. A subtle tradition regarding how this elevation happens reveals a dual reality: God actively lifts the nation to greatness, and at the same time, because of His will, their strength naturally rises on its own. Moreover, this divine support is not just a broad national blessing, but extends personally and specifically to each and every individual king of Israel [רד״ק, מאירי, מנחת שי].
