בֶּן־אָדָ֗ם דַּבֵּ֤ר אֶל־בְּנֵֽי־עַמְּךָ֙ וְאָמַרְתָּ֣ אֲלֵיהֶ֔ם אֶ֕רֶץ כִּֽי־אָבִ֥יא עָלֶ֖יהָ חָ֑רֶב וְלָקְח֨וּ עַם־הָאָ֜רֶץ אִ֤ישׁ אֶחָד֙ מִקְצֵיהֶ֔ם וְנָתְנ֥וּ אֹת֛וֹ לָהֶ֖ם לְצֹפֶֽה׃

After delivering harsh warnings to the surrounding nations, the prophetic focus shifts back to the people of Israel. A parable is introduced to help them understand that the harm they suffered at the hands of foreign nations was not an accident, but a direct result of their own wrongdoing [רד״ק, ביאור שטיינזלץ].

When war and invading armies sweep through a land, it is never a random occurrence. God takes direct responsibility for bringing these forces, emphasizing that all conflict happens strictly by His decree [מצודת דוד, ביאור שטיינזלץ]. This reflects God's active involvement in the lives of all humanity, dealing out reward and punishment according to their actions, even though His most profound and special care remains focused on the people of Israel [רד״ק].

In the face of such danger, the people must take action by appointing a lookout. There is a distinct difference between standard military procedure and the crisis described here. Typically, a king or a general will station numerous guards to watch for an enemy that might be approaching. However, in this scenario, the enemy is already present and poses an immediate, severe threat. Because of this, the entire community bands together to select a single, specialized individual, an expert in military tactics, whose sole responsibility is to track the enemy's movements and warn the citizens exactly when they must flee for their lives [מלבי״ם].

Opinions differ on the exact identity of this chosen individual. Some suggest he is simply a regular person selected from among the general population [מצודת ציון]. Others argue that the people specifically choose a prominent figure, such as an officer or a high-ranking leader. In a matter of life and death, it is unthinkable to entrust such a critical duty to a common citizen [מלבי״ם, ביאור שטיינזלץ]. Regardless of his rank, his mission is clear: he is to serve as a sentinel, standing high upon the city walls to gaze into the distance and sound the alarm at the first sign of approaching danger [רש״י, מצודת דוד, מצודת ציון, ביאור שטיינזלץ].
