וַיֹּ֗אמֶר רָאִ֤יתִי אֶת־כׇּל־יִשְׂרָאֵל֙ נְפוֹצִ֣ים עַל־הֶהָרִ֔ים כַּצֹּ֕אן אֲשֶׁ֥ר אֵין־לָהֶ֖ן רֹעֶ֑ה וַיֹּ֤אמֶר יְהֹוָה֙ לֹֽא־אֲדֹנִ֣ים לָאֵ֔לֶּה יָשׁ֥וּבוּ אִישׁ־לְבֵית֖וֹ בְּשָׁלֽוֹם׃

A profound prophetic vision reveals a harsh picture of military defeat, where the nation loses its leader and is left entirely without direction. The prophet begins by declaring what he saw in the divine revelation presented to him [מצודת דוד, ביאור שטיינזלץ]. In this vision, the people are scattered in every direction, completely disconnected from one another [מצודת דוד, ביאור שטיינזלץ]. They are shown fleeing upon the mountains, an escape that is understood in two ways: people running from a battlefield naturally seek refuge in high, rugged terrain, and the specific battle in question took place in the hills of Ramoth-Gilead [רש"י]. Without a leader to guide them together, the scattered nation is compared to a flock of sheep without a shepherd [מצודת דוד].

The meaning behind this vision becomes clear through God's declaration that these people have no master. The primary approach among commentators is that this signifies the impending death of their king, Ahab, in battle, leaving the army without a ruler or commander. Because of the king's death, the soldiers will return to their homes in peace. Ahab alone is destined to fall in the conflict, while the rest of the nation will survive and make it back safely [רש"י, ביאור שטיינזלץ]. This prophecy ultimately fulfilled itself in a surprising way. Enemy spies overheard the prophet's words and reported them to the king of Aram. Acting on this intelligence, the Aramean king ordered his army to focus all their efforts exclusively on killing the king of Israel. As a result, the rest of the army was spared and managed to return home in peace [רש"י].
