Governing such an enormous nation presents heavy challenges for a royal judge. [רש״י] explains this difficulty on two distinct levels. On a practical level, the sheer size of the population inevitably leads to a massive volume of conflicts and legal disputes. On a spiritual level, the act of judging the Israelites carries a unique and heavy burden. Unlike the legal systems of other nations, dispensing justice for Israel is fraught with profound spiritual risk. A judge who issues an incorrect ruling bears an enormous personal responsibility and faces severe punishment from Heaven.

Faced with the staggering complexity of the people and the heavy responsibility of true justice, Solomon is acutely aware of his own human limitations.
