A tragic portrait emerges of impoverished and oppressed individuals left entirely destitute, stripped of their clothing by wicked men. Without a roof over their heads or garments to warm their skin, they are completely exposed to the harsh elements.
Desperate for relief, these victims flee into the mountains and deep valleys. They seek out natural hiding places, hoping to escape the fierce winds and conceal their nakedness [מצודת דוד, רלב״ג, אלשיך]. Yet, their attempt to find refuge in the wild only deepens their suffering. Sudden, heavy rains pour down from the mountain peaks, unleashing fierce streams of water that wash over them. They are left entirely soaked and freezing in the bitter cold.
With no garments to offer warmth and no actual shelter to shield them, they are driven to absolute desperation. They press themselves against the mountain stones, wrapping their arms around the cold boulders. They cling to the rocks in a final attempt to find a physical barrier against the biting wind, the freezing temperatures, and the rushing water, while also trying to hide their exposed bodies [רמב״ן, מצודת דוד, אלשיך]. However, this desperate embrace offers no real salvation. Even as they wedge themselves into the rocky clefts, the rushing water continues to find them. The streams penetrate their hiding places, constantly pouring over them and leaving them endlessly drenched [רש״י].
