וְהָיָ֕ה בְּעַֽנְנִ֥י עָנָ֖ן עַל־הָאָ֑רֶץ וְנִרְאֲתָ֥ה הַקֶּ֖שֶׁת בֶּעָנָֽן׃

The sudden appearance of a rainbow across a darkened sky serves as a cosmic bridge between strict justice and divine mercy, transforming a natural phenomenon into a living witness of an eternal covenant. God brings these clouds over the earth through an established system of natural causes [רד״ק]. However, because a rainbow does not accompany every rainstorm, the gathering of clouds is often understood metaphorically. It represents perilous moments when God considers bringing darkness and destruction upon the world due to human sin [רש״י, גור אריה, כלי יקר, מזרחי, שפתי חכמים]. During such times, strict justice and accusing forces rise against humanity [הטור הארוך, פענח רזא]. Alternatively, this dynamic operates as a continuous condition: when clouds gather, if a rainbow appears within them, God remembers His covenant [קאסוטו, לבוש האורה].

The physical reality of the rainbow requires specific conditions, emerging from thick, dark clouds that meet clear, moist air [ספורנו]. Commentators explore how this natural reflection of sunlight began after the flood. Some suggest God miraculously intensified the sun's light to create the phenomenon [אבן עזרא, מחוקקי יהודה]. Another perspective maintains that the rainbow existed from the dawn of creation, but the pre-flood atmosphere was too dense with mist for sunlight to pierce through. Following the flood, God thinned and refined the air. Thus, the very appearance of the rainbow serves as natural proof that there is less moisture in the atmosphere, assuring humanity that a global flood cannot recur [כלי יקר]. Furthermore, the shape of the rainbow carries a profound message of reconciliation. It is displayed as a bow without arrows or a string, symbolizing peace and the withdrawal of divine anger [חזקוני].

The rainbow is deliberately designed to be visible to human eyes [רד״ק]. It serves as a perfectly timed sign, appearing on rainy days just when people might begin to fear a renewed flood. Its presence reassures them that the rain is intended to nourish the earth rather than destroy it [ביאור יש״ר]. Yet, the nature of its appearance reflects the spiritual state of the generation. If the rainbow flashes only for a brief moment before vanishing, it indicates that the rain was initially meant as a local punishment, halted only by the merit of the covenant [העמק דבר]. In a worthy generation, rain falls gently, the sky remains partially clear, and the bow is distinctly visible. Conversely, in a guilty generation, the sky darkens with heavy, threatening clouds reminiscent of the flood. In such times, a rainbow may form high in the atmosphere, but it remains hidden from the people below [מלבי״ם].

This connection to the spiritual climate explains the tradition that during the lifetimes of exceptionally righteous individuals, a rainbow was never seen. This does not mean the laws of nature were suspended. Rather, the people of those generations felt entirely secure in the protective merit of their righteous leaders. Free from the dread of destruction, they never anxiously searched the sky for a sign of reassurance. Ultimately, the rainbow is sought out and seen precisely by those who fear ruin and desperately need the comfort of God's promise [כלי יקר].
