After the sacred grounds of the Temple are emptied of their captives, the conquering forces turn their attention to the city itself, systematically dismantling its military and political leadership [רד״ק]. Leading the captured military personnel is a high-ranking officer. While his title can denote a literal eunuch [רד״ק], it is primarily understood as a senior minister entrusted with commanding the men of war [מצודת ציון, ביאור שטיינזלץ].

Taken alongside him are five distinguished advisors who traditionally sat in the king's inner circle [מצודת דוד, ביאור שטיינזלץ]. These prominent figures are captured because, unlike other officials who managed to escape, they chose to remain in the city [מצודת דוד]. A parallel historical account in the Book of Jeremiah records seven advisors taken rather than five. Commentators approach this difference in a few ways. Some suggest that the two additional men held a lower status within the group and were therefore omitted from this specific count [רד״ק, מצודת דוד]. Others propose a chronological sequence, noting that the invading forces initially found five advisors and only discovered the remaining two later [מלבי״ם]. Additionally, an early rabbinic tradition suggests that the uncounted two men subtly allude to the two scribes who served the judges [רד״ק].

The captives also include a vital military scribe who served directly under the army commander [רלב״ג, מצודת דוד, ביאור שטיינזלץ]. This official held a critical logistical role, responsible for drafting the population and organizing the troops for battle. He managed the exact civic records, knowing precisely how many soldiers each city was obligated to supply for the war effort [רש״י, רד״ק, מצודת דוד, רלב״ג].

Finally, the invading forces seize sixty men from the general population. Rather than common citizens, these are highly respected individuals, possibly even members of the Great Sanhedrin, the highest Jewish court [ביאור שטיינזלץ]. Much like the royal advisors, these elite leaders are taken captive because they steadfastly remained in the city instead of fleeing [מצודת דוד].
