In a moment of direct confrontation, the prophet cuts off the king's attempts to justify sparing the enemy's spoils, preparing to deliver a harsh judgment from God. Samuel begins with an expression rooted in the concept of letting go or loosening [מצודת ציון]. The primary approach among commentators is that this is a firm demand for Saul to stop talking, cease his apologies, and abandon his excuses [מצודת דוד, ביאור שטיינזלץ]. This demand for silence arises because denying the sin is a severe offense in its own right; thus, Samuel insists that the king quiet down and listen [מלבי״ם]. Alternatively, the prophet's opening can be understood simply as an instruction for the king to wait [רש״י].

Taking a different approach, this initial exchange is not an attempt to silence the king, but rather a request for permission. Knowing that God regretted establishing Saul's kingship, Samuel hesitated to deliver the severe decree. Out of respect for the crown and fear of the king's reaction, the prophet asks for permission to speak. He emphasizes that the message comes directly from God, ensuring he cannot be blamed for its contents. Saul agrees to the request and grants him permission to share the message [אברבנאל].

When the king responds and gives the prophet the floor, he is not alone in his agreement. Although Saul is the one who actually speaks up and tells Samuel to proceed, the elders who are present alongside the king share in granting this permission, effectively joining in his verbal response [מנחת שי, רד״ק].
