וְאָֽמַרְתָּ֙ שְׁמַ֣ע דְּבַר־יְהֹוָ֔ה מֶ֣לֶךְ יְהוּדָ֔ה הַיֹּשֵׁ֖ב עַל־כִּסֵּ֣א דָוִ֑ד אַתָּ֤ה וַעֲבָדֶ֙יךָ֙ וְעַמְּךָ֔ הַבָּאִ֖ים בַּשְּׁעָרִ֥ים הָאֵֽלֶּה׃

The call to listen to the voice of God is compared to a merciful father who has issued a severe punishment to his son, yet continues to search for any possible merit to save him [מלבי״ם]. Earlier warnings offered the remedy of observing the Sabbath, a practice meant to repair and complete the people's faith in God as the Creator and guide of the world. Now, a complementary remedy is presented: the daily practice of justice and charity. This new directive is designed to correct their social and practical behavior, offering a complete path to healing [מלבי״ם].

The message is not meant for a select few. The command to hear God's word applies equally to the king, his officials, and the general public, requiring the leadership to listen right alongside the rest of the nation [מצודת דוד]. The location where this prophecy is delivered also holds significance. Although it might initially seem that the message is being proclaimed at the entrances of the Temple courtyard, later details describe people arriving with chariots and horses. Because riding into the Temple grounds is strictly forbidden, the primary approach among commentators is that the prophet is standing at the gates of the king's palace [רד״ק, מצודת דוד].
