Jeremiah 22:25Sefaria

A harsh prophecy arrives to shatter a king's false sense of security. He had held onto the hope that following his father's death, the King of Babylon would grant him forgiveness and spare him from disaster [ביאור שטיינזלץ]. Instead, he is met with a terrifying promise of total destruction. To emphasize the certainty and severity of this coming doom, the impending disaster is broken down into four distinct, repeated aspects, specifically designed to strike fear into the king's heart

The primary approach among commentators is that these four descriptions all point to the same invading force, highlighting different facets of the horror the king will face [אברבנאל]. First, he will be handed over to cruel enemies who actively seek his life and will show him absolutely no mercy [רד״ק, אברבנאל]. Second, he will be consumed by a paralyzing fear of these attackers, an immense terror that will leave him completely powerless to stand up and fight back Third, he will fall directly to Nebuchadnezzar, the King of Babylon, a fierce ruler whose current fortune empowers him to conquer and destroy entire kingdoms [רד״ק, אברבנאל]. Finally, he will face the Chaldeans, a harsh and unyielding nation known for showing favor to no one [רד״ק, אברבנאל].

Offering a different perspective, another view suggests the king is trapped between two completely different fronts rather than facing a single external enemy. In this approach, the initial threat comes from within his own borders. A rival political faction inside Judah opposes his rule and actively seeks to replace him with Zedekiah. Only after detailing this internal betrayal does the prophecy shift to the external threat of Nebuchadnezzar and the Chaldeans waiting to strike from the outside [מלבי״ם].
