אֲדֹנָ֤י ׀ שְׁמָ֙עָה֙ אֲדֹנָ֣י ׀ סְלָ֔חָה אֲדֹנָ֛י הַֽקְשִׁ֥יבָה וַעֲשֵׂ֖ה אַל־תְּאַחַ֑ר לְמַֽעַנְךָ֣ אֱלֹהַ֔י כִּֽי־שִׁמְךָ֣ נִקְרָ֔א עַל־עִירְךָ֖ וְעַל־עַמֶּֽךָ׃

A desperate cry for immediate redemption and forgiveness arises from a deep sense of crisis. The plea does not rely on the merits of the Israelites, but rather on God's honor and the unbreakable bond between Him, His people, and His city.

The repeated appeal to God represents three distinct levels of prayer designed to bridge the distance created by sin [אלשיך]. First, the petitioner asks God to hear the prayers from afar, acknowledging that the people have become distant from Him due to their wrongdoings [רש״י, מצודת דוד]. Next comes the plea for forgiveness, which serves to remove the barrier of sin and bring the Israelites back close to their Creator. Only after this forgiveness and drawing near can the third level be reached: a request for God to pay close, intimate attention to their cry [אלשיך, מצודת ציון, רש״י]. Following this close attention, the demand is for God to act without delay. This is a plea to fulfill their hopes immediately, specifically asking Him not to prolong the exile and to bring about the redemption exactly at the time previously set by the prophet Jeremiah [מלבי״ם, אלשיך, מצודת דוד, מצודת ציון].

The primary approach among commentators is that the prayer then shifts from relying on God's mercy to appealing to His honor. Because Jerusalem is God's city and the Israelites are His people, abandoning them to the nations would lead to the desecration of His name. The surrounding nations might mistakenly conclude that God lacks the power to save His people from a strong enemy [יוסף אבן יחיא, ביאור שטיינזלץ, מצודת דוד]. Furthermore, there is a noticeable progression in the prayer itself. While earlier appeals only associated God's name with the Temple and the city, the people are now included. Through the process of forgiveness, the Israelites are purified, become righteous, and earn the right to have God's name associated with them as well. With God's name now resting equally upon both the city and the people, the request is for Him to redeem them both together, without any separation, for the sake of His honor [מלבי״ם, אלשיך].
