וַיֹּ֥אמֶר אֱלֹהִ֖ים אֶל־נֹ֑חַ זֹ֤את אֽוֹת־הַבְּרִית֙ אֲשֶׁ֣ר הֲקִמֹ֔תִי בֵּינִ֕י וּבֵ֥ין כׇּל־בָּשָׂ֖ר אֲשֶׁ֥ר עַל־הָאָֽרֶץ׃ {פ}

Following the traumatic devastation of the flood, humanity needed a profound reassurance to rebuild their lives without the constant fear of another global destruction. To provide this absolute certainty, God seals His promise with a highly visible sign. This moment serves as a festive conclusion to the entire episode, echoing earlier promises to firmly establish a message of life for all creation [קאסוטו]. God speaks to Noah once more specifically to strengthen his heart and grant him a sense of complete and total security [רד״ק].

This interaction was a deeply tangible event. God literally pointed out the rainbow to Noah, identifying it as the promised sign [רש״י]. Right as God finished speaking, clouds gathered and a rainbow appeared within them for the very first time in history, prompting God to tell Noah to look up and observe its unique shape [מלבי״ם]. Beyond providing emotional comfort, God's repeated reassurance was necessary to prevent a critical misunderstanding. Without this clarification, Noah might have mistakenly believed that the world was protected only when the rainbow was actively visible, leaving him to panic during heavy downpours if the sky remained gray. Therefore, God makes it clear that the rainbow is merely a symbol; the covenant exists and stands by His word alone, even when there is no sign in the sky [העמק דבר]. This firmly establishes and finalizes the oath and promise that God made [אבן עזרא, מחוקקי יהודה].

The appearance of the rainbow is not merely a passive promise from God, but also a direct call to action for humanity. Seeing it should inspire individuals to deeply reflect on their own behavior, while motivating leaders to encourage society toward repentance and an increase in good deeds [ספורנו]. Furthermore, because the rainbow represents such a profound covenant and serves as a symbol of God's revelation in the world, it must be treated with great respect. For this reason, one should be careful not to stare at it for extended periods [ביאור שטיינזלץ].
