There are several ways to understand how this light is kept away from those who do evil. On a natural level, the morning sun exposes their dark deeds. Because they rely on the cover of night, the breaking dawn actually becomes a form of darkness for them, leading to their exposure and punishment [רמב״ן, מלבי״ם]. From a broader perspective of divine guidance, this withheld light represents their overall success and prosperity. God halts their good fortune so they can no longer bring harm to good people [מצודת דוד]. Others view this as a literal, physical prevention. God might blind the wicked so they cannot enjoy the beauty of His creation, or He may bring a targeted, intentional darkness upon them, much like the plague of darkness in Egypt [מנחת שי, מלבי״ם].
