וְשִׁלַּמְתִּ֤י לָכֶם֙ אֶת־הַשָּׁנִ֔ים אֲשֶׁר֙ אָכַ֣ל הָאַרְבֶּ֔ה הַיֶּ֖לֶק וְהֶחָסִ֣יל וְהַגָּזָ֑ם חֵילִי֙ הַגָּד֔וֹל אֲשֶׁ֥ר שִׁלַּ֖חְתִּי בָּכֶֽם׃

A devastating agricultural collapse leaves a nation in ruin, stripped bare by relentless swarms of locusts. Yet, in the aftermath of this destruction, a divine promise emerges, offering not just recovery, but profound abundance to replace the years of hunger and suffering. God assures the people that He will personally make up for their immense losses, filling the void left by the devastation with overwhelming blessing [מצודת דוד, ביאור שטיינזלץ].

The destruction was not a brief event. It stretched over several grueling years [רד״ק]. During this time, a new species of locust arrived each year, culminating in a final, devastating wave where all four types attacked at once [אבן עזרא]. These various names represent either different species or distinct stages of the insect's development, all functioning together as God's great army sent to deliver punishment [ביאור שטיינזלץ].

The idea of God compensating the people for damage caused by His own army is illustrated through a powerful comparison. Imagine a mortal king who lays siege to a country. If the citizens manage to defeat him, the king must pay for the damages his troops inflicted. In a similar way, when the people overcome the divine decree by returning to God out of genuine love, God essentially obligates Himself to repay the damages caused by His locust army [מלבי״ם].

This process of repentance explains a subtle shift in the order the locusts are listed. Earlier in the prophecy, a specific type of locust appeared first, but in this promise of restoration, it is mentioned last. Initially, this first wave of insects arrived as a strictly just punishment for the people's wrongdoing, meaning no compensation was warranted for what they destroyed. However, repayment is promised for the damage caused by the subsequent waves of locusts, as well as the later destruction caused by the first type, because by those later stages, the people had already begun the process of repentance [מלבי״ם].

While this promise focuses on immediate agricultural restoration, it also carries a much broader meaning. Looking toward the distant future, it serves as a vision of the Messianic era. In that time, God will grant the people years of goodness and peace as a symbolic compensation for their long history of suffering and exile [רד״ק].
