It will wield an unprecedented, destructive force that will allow it to dominate the entire world.

The angel explains the violent actions of this empire by linking them directly to the physical features of the beast. The kingdom's ability to consume the earth means it will completely corrupt, rob, and devastate the world [מצודת דוד, יוסף אבן יחיא, ביאור שטיינזלץ]. This widespread ruin is the real-world meaning behind the giant teeth seen earlier in the vision [מלבי״ם]. Following this initial devastation, the empire will continue its assault by treading down and crushing the earth, grinding it into fine dust [מצודת ציון, מצודת דוד].
