A prophetic vision unfolds, revealing an unstoppable, mighty force expanding its rule across the globe, symbolizing the rise of a massive empire. At the center of this vision is a ram, representing the combined empire of Persia and Media [יוסף אבן יחיא]. Specifically, this points to the reigns of Darius, Cyrus, and the kings who succeeded them [מלבי״ם]. The ram strikes out violently, pushing and goring with its massive horns [מצודת ציון, ביאור שטיינזלץ] toward the west, north, and south. The geographical focus of the prophecy is framed relative to the Land of Israel, with the western direction associated with the great sea that lies to Israel's west [אבן עזרא]. Notably, the ram does not strike toward the east. Because the Persian empire was rooted in the east, its campaigns of conquest naturally launched from its home base, expanding only forward and to its sides [אבן עזרא, מלבי״ם].

As the empire advanced, no beasts could stand in its way. These beasts are not literal animals, nor are they the creatures seen in earlier prophetic visions. Instead, they serve as a metaphor for the various kingdoms and rulers that the Persian empire encountered on its path [אבן עזרא, יוסף אבן יחיא]. Every nation surrendered to its might. The empire's dominance was so profound that even Philip, the father of Alexander the Great, was forced to pay tribute to King Darius [מלבי״ם].

The control exerted by this power was absolute. No one possessed the strength to escape its grip [מצודת דוד], and it successfully struck down all its enemies [ביאור שטיינזלץ]. Operating from this position of supreme authority, the empire did exactly as it pleased throughout the world [יוסף אבן יחיא], growing increasingly massive and powerful with each conquest [מצודת דוד, ביאור שטיינזלץ].
