Amidst prophecies of intense destruction and wrath, a divine promise ensures that the nation will not face total annihilation. Even as the enemy brings widespread ruin, God will not allow complete destruction, but will instead preserve a remnant to be taken into exile [מצודת דוד]. This survival is not accidental. It is the direct result of divine intervention, as God will influence the hearts of the enemies, planting within them the desire to spare a portion of the people rather than killing everyone [רד"ק].

This assurance of survival marks the third time such a promise is made, aligning with a new phase of the unfolding tragedy. While earlier assurances focused on the ruin of the land and physical slaughter, this stage centers on the plundering of wealth and property. Once forced into exile, the survivors will be kept as slaves and exploited for economic gain, much like a shepherd shearing a flock. It is precisely for this economic benefit that the captors will choose to keep the people alive [מלבי"ם].

Yet, this promise of survival is not merely an act of mercy; it carries a heavy element of punishment. Faced with overwhelming hardship and endless suffering, the people might actually begin to wish for death, viewing total destruction as a welcome escape from their pain. Therefore, God makes it clear that this dark hope will not be fulfilled. They will be kept alive specifically so they must endure their punishment and face the harsh reality of exile [אברבנאל].
