הַגִּ֥ידוּ זֹ֖את בְּבֵ֣ית יַעֲקֹ֑ב וְהַשְׁמִיע֥וּהָ בִיהוּדָ֖ה לֵאמֹֽר׃

A dramatic prophetic call rings out, demanding that anyone who hears the message must pass it along and broadcast it to the public [רד״ק]. This urgent declaration sets the stage for a severe rebuke aimed directly at a nation plagued by spiritual blindness. The impending message specifically targets those who have denied God's active providence in the world and rejected the institution of prophecy. The substance of this warning is contained in the immediate continuation of the prophet's address [מצודת דוד].

To counter the people's denial of Divine providence, the message draws profound proof from the laws of nature. It points to the physical boundaries of the sea, which God established to make life on dry land possible. The expectation is that the people will draw a logical conclusion from the ocean waves: even the mighty waters possess a reverence for God and never violate His command [אברבנאל, רד״ק].

The prophet carefully tailors how this truth should be delivered based on the spiritual state of different audiences. For the masses of the ten tribes, the instruction is to introduce entirely new information, as they are completely unaware of the message. In contrast, for the people of Judah, the instruction is to amplify and publicize something they already know. While they are familiar with these concepts, they desperately need the warning to be widely spread and reinforced throughout their society [מלבי״ם].
