כִּֽי־נִמְצְא֥וּ בְעַמִּ֖י רְשָׁעִ֑ים יָשׁוּר֙ כְּשַׁ֣ךְ יְקוּשִׁ֔ים הִצִּ֥יבוּ מַשְׁחִ֖ית אֲנָשִׁ֥ים יִלְכֹּֽדוּ׃

The presence of wicked individuals within a nation breeds a reality of deep moral corruption and cruelty. In this environment, human beings are hunted like prey for the sake of robbery and murder. Such actions severely damage the natural order and the very foundations of the world. As a result, nature itself reacts to punish the sinners, holding back the rains and halting the earth's produce [מלבי״ם].

The tactics of these corrupt individuals mirror those of hunters laying nets. The primary approach among commentators is that these wrongdoers watch from a distance, waiting in ambush to spot travelers and steal their wealth. The exact nature of this trap is understood in a few different ways. One perspective describes it as a sudden, violent strike, much like a physical trap that snaps shut and bites into a deer's leg, ensuring the victim cannot escape [רש״י]. Another approach views the action simply as the deliberate placement of snares and obstacles along a path to catch unsuspecting victims [רד״ק, מצודות, שטיינזלץ].

A third, more psychological interpretation suggests a chilling patience. In this view, the hunter waits quietly from afar until the prey already caught in the net stops struggling and falls silent. This ensures that the noise of the trapped victims does not scare away the next group of targets [מלבי״ם].

These destructive ambushes are not meant for animals, but for catching fellow human beings. The wicked set traps on the roads to rob and kill. Following the psychological approach, they wait for the shock of the murder to quiet down and fade from public memory before resetting their traps for the next victim. Ultimately, these cruel actions do more than just harm the innocent; they numb the human heart and completely corrupt society from the inside out [מצודת דוד].
