At the time of the great judgment, the ultimate fate of the wicked kingdom is decided, bringing its reign to a permanent close. The heavenly supreme court gathers for this decisive moment. The trial is established before God [רש״י], who takes His place upon the seat of judgment [מלבי״ם, יוסף אבן יחיא]. This gathering serves to explain and complete the earlier visions, which previously described the heavenly throne room where God sits to judge [מלבי״ם].

Following the court's verdict, the ruling power of the wicked king and the dominion of his empire are stripped away by heavenly decree [רש״י, יוסף אבן יחיא, ביאור שטיינזלץ]. Removing this authority is the practical fulfillment of the earlier prophecy that foretold the slaying of the beast [מלבי״ם]. The purpose of taking away this power is not merely to weaken the empire, but to bring about its total destruction. The wicked kingdom is destined to be entirely wiped out, facing absolute ruin until its very end [מצודת דוד, יוסף אבן יחיא].
